Renewing the Passport or ID-card for a Child from the age of 12 and Adults

You can apply for a new Estonian passport and/or ID card in three ways:

✅Applying via the E-Service Portal

If you have access to Estonian e-services (using an ID card, Mobile-ID, or Smart-ID), the simplest way to submit your application is through the Police and Border Guard Board’s e-service portal.

💡You must have valid fingerprints in the PPA information system. You can check the fingerprints’ validity via the PPA e-query.

✅ Applying by Mail

💡To apply by mail, you must have valid fingerprints recorded in the PPA information system. You can check this via the PPA e-query.

💡Fingerprints are not required for children under 12 or Estonian citizens with a permanent medical condition preventing them from applying in person. In such cases, a medical certificate (in Estonian or English) must be included and sent directly to the Police and Border Guard Board in Estonia.

📌 Required Documents for Mail Application:

  • completed, printed, and signed application form
  • A digital color photo (printed photos are not accepted), sent via email to [email protected] with the applicant’s name and personal identification code/date of birth. See photo requirements.
  • State fee payment made to the Estonian Ministry of Finance’s account (see state fees for mail applications)

  • If changing your name, include an original document (e.g., marriage certificate, divorce certificate, or name change certificate), which must be authenticated with an apostille.
  • Printed proof of payment

💡 Applying at the embassy requires a pre-booked appointment. For consular missions, please email [email protected].

  • A digital color photo (printed photos are not accepted), sent via email to [email protected] with the applicant’s name and personal identification code/date of birth. See photo requirements.
    💡 Photos are not taken at the embassy
  • If changing your name, include an original document (e.g., marriage certificate, divorce certificate, or name change certificate), which must be authenticated with an apostille
  • Payment of the state fee (see state fees for embassy applications)
    💡At the embassy, fees can only be paid by credit/debit card or contactless payment (American Express is not accepted)
  • Bring your Estonian and U.S. passport, if available
