You can apply for a new Estonian passport and/or ID card in three ways:
💻 Through the E-Service Portal (the easiest and most affordable method)
📬 By mail
✅Applying via the E-Service Portal
If you have access to Estonian e-services (using an ID card, Mobile-ID, or Smart-ID), the simplest way to submit your application is through the Police and Border Guard Board’s e-service portal.
💡You must have valid fingerprints in the PPA information system. You can check the fingerprints’ validity via the PPA e-query.
✅ Applying by Mail
💡To apply by mail, you must have valid fingerprints recorded in the PPA information system. You can check this via the PPA e-query.
💡Fingerprints are not required for children under 12 or Estonian citizens with a permanent medical condition preventing them from applying in person. In such cases, a medical certificate (in Estonian or English) must be included and sent directly to the Police and Border Guard Board in Estonia.
📌 Required Documents for Mail Application:
- A completed, printed, and signed application form
- A digital color photo (printed photos are not accepted), sent via email to [email protected] with the applicant’s name and personal identification code/date of birth. See photo requirements.
- State fee payment made to the Estonian Ministry of Finance’s account (see state fees for mail applications)
💡: The payment must include the reference number 2900082443
- If changing your name, include an original document (e.g., marriage certificate, divorce certificate, or name change certificate), which must be authenticated with an apostille.
