Renouncing Estonian Citizenship

According to §1 (2) of the Estonian Citizenship Act, an Estonian citizen may not hold citizenship of another country simultaneously.

Therefore, individuals who acquired Estonian citizenship through naturalization or marriage must renounce Estonian citizenship if they obtain citizenship of another country.

💡This requirement does not apply to individuals who are Estonian citizens by birth.

📌 How to renounce Estonian citizenship

Submit the required documents to the Police and Border Guard Board:

📌For minors:

  • For children under 15, the application must be submitted by their legal representative (usually a parent).
  • Children aged 15-18 can submit the application themselves, but parental consent is required.

📌Required documents:

  • Application for renouncing Estonian citizenship.
  • Copy of an identity document proving Estonian citizenship (Estonian passport or ID card).
  • Copy of the foreign country’s passport.
  • Proof of payment of the state fee (€180) — a bank transfer receipt or online banking statement.

💡 Important Notes:

  • Name change: If the name on the Estonian passport differs from the foreign passport, include document of the name change, authenticated with an apostille.
  • For children under 15:
    • The application must be signed by the parent(s).
    • An officially certified written agreement from both parents is required, confirming they agree to release the child from Estonian citizenship.
    • If one parent has sole custody (and this is recorded in the Estonian Population Register), the other parent’s consent is not required.
  • Signatures must be certified by a public notary or at the Estonian embassy.
    (Parents must book an appointment at the embassy and both must attend with the agreement and ID documents.)
  • For 15-18-year-olds:
    The teenager signs the application themselves and attaches one parent’s or guardian’s consent.

💡The Government of the Republic of Estonia makes the final decision on citizenship renunciation within one year.
