Applying for an Initial Passport for a Child Under 12

There are three ways to apply for an initial passport for a child under 12:

💻 Through the E-Service Portal (the easiest and most affordable method)
📬 By mail from Estonia
🛂 At the Embassy or during a consular mission

 

✅ Applying via E-Service

If the child’s birth is registered in the Estonian Population Register, the simplest way to apply for the child’s first passport is through the Estonian Police e-service.

📌 If the child’s birth is not registered in the Estonian Population Register, please submit the following documents to the Estonian Embassy in Washington for birth registration:

  • The child’s original birth certificate, which includes information about both parents and is authenticated with an apostille;
  • Copies of the parents’ passports;
  • A copy of the child’s U.S. passport, if available.

After the child’s birth is registered, they will receive a personal identification code, allowing the passport application to be submitted via e-service. To do this, the parent must have a valid Estonian ID card, PIN codes, and an ID card reader. The Embassy will return the child’s birth certificate to the parents.

✅ Applying by Mail from Estonia through the Estonian Police and Border Guard Board

📌 To apply by mail, the following documents are required:

💡Please include the child’s name and personal identification code/date of birth in the email.

  • Original birth certificate, which includes details of both parents and is certified with an apostille
  • A written consent and passport copy of the other parent
  • A copy of the child’s U.S. passport, if available
  • The state fee must be paid to the Estonian Ministry of Finance

✅ Applying at the Embassy or During a Consular Mission

Applications can only be submitted at the embassy by appointment. To book an appointment for a consular mission, please send an email to [email protected].

📌The following documents are required:

  • A completed, printed, and signed application form
  • A supplementary form
  • A digital color photo of the child (printed photos are not accepted). The photo must be sent via email to [email protected] (Police and Border Guard Board). See photo requirements.
    💡 Photos cannot be taken at the embassy.
  • Original birth certificate, which includes details of both parents and is certified with an apostille
  • A written consent and passport copy of the other parent
  • A copy of the child’s U.S. passport, if available
  • State fee payment (Please note: At the embassy and consular missions, the state fee can only be paid by card or contactless payment)
  • A valid identity document and a U.S. passport, if available.
